Robert Heatley

Robert Heatley became a member of the HRHCare Board of Directors in 2012, and serves on the Quality Assurance Committee.  Bob is proud to serve as a Board member because, he says “HRHCare is a successful organization with quality people in management and on the Board.”  Bob volunteers for several other Boards, including Healthix, Children’s Center of Whie Plains and Long Island Federally Qualified Health Centers (LIFQHC).  Having dedicated his career to the health care field, Robert brings to the HRHCare Board a wealth of invaluable knowledge and experience.  Robert is a “passionate” traveler in his free time.

Dolores Guardado

Since 2008, Dolores has been a Peekskill resident where she has continued her commitment to healthcare as a professional home health aide working with seniors. She has been a member of HRHCare’s Women’s Group and recently trained as a volunteer health promoter. Dolores’ commitment to healthcare started in her native El Salvador where she trained as a Professional Health Educator specializing in maternal and child health.  She has over 16 years of health education experience working with marginalized populations in her native country and recently in the Peekskill area. Dolores joined the HRHCare Board of Directors in 2013.

Elizabeth Druback Celaya

Elizabeth Druback Celaya became a member of the Board of Directors in 2004, and serves on the Outreach Nominating, Human Resources and Compliance Committees.  She believes strongly in the mission of the organization and its approach – patient driven method – of providing care in a way that benefits the community as a whole.  Elizabeth works with Hudson River Housing, and often collaborates regularly with HRHCare.  She appreciates the inclusiveness and diversity that HRHCare provides, as a place that is comfortable for everyone, including her family.

Luke Hilpert, Esq.
Secretary Luke Hilpert, Esq., became a member of the Board of Directors in 2007, and serves on the Finance, Nominating, By-laws, Quality Assurance and Compliance Committees. Luke was motivated to join the board after seeing the work that the Health Center did in the Peekskill community. He says that he “remains motivated by what HRHCare is doing in a growing number of communities to provide quality health care.” Luke has known a number of people who would not have been able to access services to care if it were not for HRHCare.Read more

Treasurer Andrew joined the Board in 1999 and serves on the Executive, Finance, Compensation, Strategic Planning, and Human Resources Committees. He is also Chair of the HRHCare Foundation. Andrew passionately believes in the mission of community health centers and proudly describes HRHCare as “Best in Class.” His doctoral field work in a third world country, along with living below the Federal poverty line as a grad student, helped him to understand on a personal level that everyone deserves high quality medical care. Vice Chairperson Marcia Jacobowitz-Paz, Esq., joined the Board of Directors in 1999 and serves on the Executive, By-Laws, and Strategic Planning Committees. Marcia is passionate about ensuring that all people have access to quality health care. She serves on a number of other not-for-profit Boards, including Hudson Valley SPCA, Hudson Highland Nature Museum, Winslow Therapeutic Riding Center, Wallkill Valley Health Center and is chairperson of the Orange County Water Authority. She is also the Founder of the Wallkill Valley Health Center. Marcia loves life, nature, new experiences, horses, dogs and meeting new people.Read more
