HRHCare Joint Venture with Coordinated Behavioral Health Services

 

Peekskill, NY –HRHCare (Hudson River HealthCare) and Coordinated Behavioral Health Services (CBHS) have jointly formed an independent practice association (“IPA”) to facilitate the integration of their services and provide a framework for value-based contracting under New York State’s Behavioral Health Medicaid Managed Care redesign initiatives and as a partner organization under the State’s Delivery System Reform Incentive Payment (“DSRIP”) Program.

 

Clinical integration of primary care and behavioral health providers is critical to the success of both of these initiatives. The State’s vision for Behavioral Health Medicaid Managed Care is fully integrated treatment where behavioral and physical health are valued equally and patients’ recovery goals are supported through a comprehensive and accessible service system.

“Over the years, HRHCare has provided behavioral health care as part of our comprehensive primary care of patients, but this joint venture will enable us to expand the behavioral health component through our partners and make a significant impact on how Medicaid patients are cared for,” said Anne Kauffman Nolon, MPH, President and CEO of HRHCare.

The DSRIP program is a part of a ground-breaking waiver that will allow the state to reinvest $8 billion in federal savings generated by the Medicaid Redesign Team (MRT). The emphasis is on community-level collaborations that focus on system reform, specifically a goal to achieve a 25 percent reduction in avoidable hospital use over five years. Safety net providers, like HRHCare and CBHS, will have the opportunity to collaborate to implement innovative projects focusing on system transformation, clinical improvement and population health improvement.

CBHS is a joint venture created by 9 major behavioral health and disability providers in the Hudson Valley: Mental Health Association of Westchester, Mental Health Association of Rockland County, Westchester Jewish Community Services, Occupations, Human Development Services of Westchester, Mental Health America of Dutchess, Abilities First, Crystal Run Village, and New Hope Community.
